Overview of the Planetary Alliance
After the Outer Sphere War concluded, the Planetary Alliance government grew by numerous planets, moons, and planetoids. This expansion caused a shift in the power dynamic of the Planetary Alliance as the demographics of their society changed. This shift in demographics, many of whom were the children of former Solar Empire citizens, caused the LaGrange political faction of the Planetary Alliance (Council on Stellar Relations) to gain a foothold on the senate of the Planetary Alliance. This foothold meant that the old Federalist and Eudaemonist parties slipped as a third party, the Technocratic party, rose to prominence and gained enough seats to cause the senate to become a brokered parliamentary government. With this new change, the Planetary Alliance began moving into a new space navy that was phasing out the old 1st Interplanetary War era "Space Cruiser" type warships. Those types of craft were relegated to "Solar Guard" status and assigned to the defense of the planets of the Sol system. All of the "Space Cruiser" types were rapidly reaching their maximum service life in terms of being able to be refit to meet the demands of the changing dynamics of fighting ever increasingly more advanced warships.
The Planetary Alliance fleet was primarily comprised of the pre-Outer Sphere War fleet. The Ross 47 situation caused the military leaders of the Plantary Alliance to realize that they needed ships that could reach their colonies much faster than their post-Outer Sphere War fleet was capable of doing. The Aztec class in particular (the main planetary assault ship of the Planetary Alliance Space Marines) was only capable of a time-dilation of 0.16 light years per hour. That meant that getting to Ross 47 required five days travel from the Sol system. Whereas the newer Tartarian Technocracy warships were capable of space-time dilations of 0.50 light-years per hour, giving them the ability to get to Ross 47 in just over two days. Some of the newer Tartarian Technocracy were even capable of 1.0 light-years per hour or greater. This gave the Tartarian Technocracy an advantage over the Planetary Alliance that was concerning to the government of the PA at that time prior to the new colonies forming the Technocratic Party and moving to merge the Planetary Alliance with the Tartarian Technocracy. Due to this, the Aztec class was replaced by the Toltec class. This began the final refit/upgrade of the "Space Cruiser" type spacecraft in service and ended production of any new vessels of that type.
As the situation in the Ross 47 star system escalated, the Planetary Alliance had to draw from the fleets of the colonies closest to it. This was due entirely to the rate at which the situation at both the Moon of Good Hope and Xanadu colony deteriorated. The area of space around both were becoming war zones as the Tartarians attempted to seize the Prodono Goro Duragal, and the Neo-Hebrews of the Orion Theocratic Republic fought to repel them. Couple that with the arrival of both USSR and Cosmo Dragoon fleets into the system, and the Planetary Alliance senate knew they were rapidly losing control of the whole situation.
