Overview of the Planetary Alliance

          This government was formed in 2180 AD by the surviving powers of the 1st Interplanetary War. This government was based on the laws of the old United States of America Federal Constitution, Bill of Rights, and the British Common Law just like the Earth Federal Republic before it. The Earth Federal Republic was the primary member of the PA throughout the Interplanetary Era and was the main political influence in the Planetary Alliance. While the EFR was the main enemy of the United Nations Solar Empire throughout the 1st Interplanetary War, the Planetary Alliance was primarily the prime adversary of the Ceres Regency, Grand Duchy of Ceres, and Union of Sovereign Solar Republics during the 2180s and early 2190s.
         The member governments and cultures of the Planetary Alliance began as a union of the Earth Federal Republic, LaGrange Republic, United States Space Navy (Juno Electorate), Venus Constortium, and Mars Republics in 2179. The main reason for this alliance was to fend off the Ceres Regency and possible aggression from the Jovian Defense Forces of Jupiter and Saturn in light of the violatile political atmosphere of the post-1st Interplanetary War period.
         Space piracy of the 2179 to 2182 period caused the Jupiter Federal Colonies to ally themselves with the loose alliance of planets in order to help solve the mystery of who was kidnapping large numbers of colonists and citizens from the various planetary nations. However, the ensuing Ceres Conflict of the 2180s is what finalized the alliance between the four main powers of the Planetary Alliance (Earth, Jupiter, Venus, and LaGrange).
          The addition of LaGrange into the Planetary Alliance brought with it the elite groups of their corporate-aristocrisy. That elite gained complete control over the EFR during the 2180s and 90s, through Templar style banking practices (fractional-banking) and vast armies of solicitors and barristers (lawyers). With control of the EFR, the Council on Stellar Relations of the LaGrange Republics spread its influence into the other stellar nations of the Planetary Alliance.
         By the 2190s, the Planetary Alliance had become a government in its own right. Much of that government was modeled after the EFR. So it was only logical that the military of the new Planetary Alliance would mirror that of the Earth Federal Forces.
         The Planetary Alliance Stellar Navy formed out of the old Earth Federal Space Navy, United States Space Navy, and Jupiter Federal Colonies fleet. The PASN (Planetary Alliance Stellar Navy) performed essentially the same functions as that of the EFSN, and was the main offensive force of the Planetary Alliance. The PASN was responsible for the policing of the travel routes within the Sol system's Inner Sphere, and the various Outer Colonies (in star systems the PA controlled). Like the EFSN, the PASN consisted of the primary Stellar Navy, the Customs Authority, the Alliance Marshals, the Alliance Intelligence Agency, and the Cosmo Marines. The Earth Federal Space Navy acted as the backbone of the Planetary Alliance Space Navy during the first few years after the Ceres Conflict. The Earth Federal Space Navy was absorbed into the Planetary Alliance Space Navy after the Outer Sphere War ended in 2185 AD, and acted solely as a defensive force for the inner sphere of the Sol star-system.
         The Customs Authority was responsible for the security of the spacestations and starports. This agency monitored the import and export of goods within the territories of the Planetary Alliance member nations.
         The Alliance Marshals were essentially the space police forces of the PA, whose primary mission was enforcing the numerous laws of the Alliance. The Alliance Marshals were a quasi-military organization that enforced various laws of the Planetary Alliance, from environmental violations to weapon control laws. As the PA changed during the 2170s, the Alliance Marshals changed with it and by the 2180s, the general population viewed them as “storm troopers."
         Just prior to the start of the Outer Sphere War of 2184, a new agency was added to the Planetary Alliance. This agency was the Alliance Intelligence Agency. The AIA formed in 2184 AD with the supposed purpose of protecting the PA from enemy spies and terrorists. The AIA gained the authority to spy on the citizens of the Planetary Alliance in 2188, and became the most feared PA agency. The AIA was functionally similar to the old Federal Intelligence Agency of the EFR
         The Cosmo Marines formed just prior to the first major attack by the Ceres forces against the planet Mars during the Ceres Conflict. The Cosmo Marines' mission was the same as that of the Earth Federal Space Marine forces during the 1st Interplanetary War era. The mission of the Cosmo Marines changed after the Outer Sphere War when it was reorganized into three tiers to match the organization that the EFSM used. These tiers consisted of the Cosmo Marines, Cosmo Patrol Force, and Orbital Guard. The Cosmo Marine tier continued the standard missions of the Planetary Alliance Cosmo Marines. The Cosmo Patrol Force consisted of space fighters, mecha, and combat shuttles used to patrol the planetary spheres and the travel routes between Earth, Mars, Venus, Jupiter and all planetoids in between. The mission of the Patrol Force was anti-piracy and anti-smuggling enforcement. The Orbital Guard’s mission was to act as the ast line of defense of the various planets of the Planetary Alliance and was essentially the reserve Space Navy. The Orbital Guard fleet consisted of mostly older ex-Space Navy warships, and paramilitary orbital-cutters.
         The Planetary Alliance Justice Authority consisted of the Interplanetary Revenue Bureau, the Department of Contraband, and the Central Banking Service. This group of Federal agencies expanded into numerous “alphabet soup” agencies from 2190 until 2235 AD as the Planetary Alliance corporate-autocratic elite continued to claim more and more control over their people.
         The PA political “death grip” on the inner sphere was weakened in 2195 AD when the Colonial Confederacy joined the Planetary Alliance. The gold-based laissez-faire economy of the CC was far too strong for the fiat (debt-based) monetary economy of the Planetary Alliance. Were it not for the credit generated by the 2nd Interplanetary War, the weight of the debt of the Planetary Alliance would have economically crushed it.
         Ultimately, the corporatist laws that began after the Outer Sphere War and the imperialist/fascist ideals of the corporate-elite caused the demise of the Planetary Alliance in 2235 AD.
