Description/Overview:
            As mankind expanded over the local group of stars (all solar systems within 50-light years of Sol) it became painfully clear that space was littered with Prodono derelicts, wrecks, and abandoned ships (usually very old and obsolete by Prodono standards) that were being repaired and incorporated into the space navies of the stellar nations outside of the Sol system (most notably the Tartarian Star Empire: a former colony of the Grand Duchy of Ceres).  This new development exposed the weaknesses of the older, refit, 1st Interplanetary warships that were still in service with the Jovian Defense Forces.  The refit fleet had been an emergency armament program to replace the ailing EFSM fleet of sublight spacecraft that comprised the bulk of the space navies of Jupiter Federal Colonies and Neo-Hebrews of Saturn.  The Ceres Conflict of the 2183 to 2184 time frame caused a schism between the two Jovian powers which in turn created different space war doctrines.  The JDF existed in name only when the Outer Sphere War erupted in the Kuiper Belt in 2185, and was officially disbanded in 2187 when the Outer Sphere War ended. 
            From these events the decision was made to refit the existing fleet of Mark-III Iron clad ships that could serve as Space Defense Forces to the existing space navy as replacement classes were designed, produced and then fielded into new fleets.  The Extra-Solar Expeditionary fleets had proven that Narvi class was excellent against Terran-Technology warships of its ranking, however, against the Prodono pickets (like the Raul-Zhem-Kai) the Narvi's weapons were all but useless.  The energy-resistant armor of the Prodono ships was bad enough, but when combined with plasma-shielding it made fighting them nearly impossible.  Thus, the Neo-Hebrew council voted unanimously to develop a new variant of the Narvi that would incorporate the new KAISER weapons that had been derived from the technology of the Adventure Galaxy (an ancient Newel-Xergis style ship found in the Kuiper Belt abandoned, and out of nuclear fuel).  The Vulcan class (named for the USS Vulcan (1884); an iron-hulled,schooner rigged screw steamship) was the first of the refit ships to be upgraded for use by the Saturn Navy.
