Overview of the Grand Duchy Ceres

              Dalltan’s dream of a new galactic order began with the formation of the Grand Duchy of Ceres in 2182 AD. This power was a major force in shaping the Cosmo-political landscape of the last quarter of the 22nd Century. The Duchy was comprised of the men and women loyal to Premier Charles Dalltan after the Earth Federal Republic routed the Solar Empire forces from the Earth sphere during the 2175-2176 time period.
              The GDC was initially comprised of only the planetoids of Ceres, Pallas, Hermes, Apollo, and Hidalgo. However, their actual influence was spread throughout numerous mining colonies within the asteroid belt, the Romulus government of Mars, and the Avante-Guardist movement after the 1st Interplanetary War was over.
              The Grand Duchy was the fist stage in the second phase of Dalltan’s plan of creating his own government and expanding its influence beyond the Sol star system.
              Dalltan had begun the plans for creating the impetus for his cosmic-empire from Ceres nearly ten years prior to the outbreak of the 1st Interplanetary War during the 2160s. It was a task that would have been impossible without the aid of the objects in the asteroid belt and being who had resided within them for millenia. The objects provided Dalltan with the means to achieve his ends, and the ancient alien was more than willing to assist. Charles had already carefully maneuvered the Ceres Regency into a launching platform for the 2nd phase of his grand design.
              During the late 2170s and early 2180s, Dalltan rebuilt the huge spacefleet that had been wiped out by the Gohlehm incident of the Vesta Atlas gap in 2177. These craft were built by using a loophole in the Jovian Treaty of 2180 that allowed Mars to construct Ceres style warships. In addition, Dalltan also violated the treaty using asteroid bases postioned throughout the Oort Cloud. A vast army of battlerobots and spacefighters were built to arm this second armada using their Outer Sphere facilities.
              Due to major setbacks during the the 1st Interplanetary War–namely the destruction of much of his 1st armada–Dalltan was forced to accelerate his timetable ahead of schedule. In 2183 Duke Charles Dalltan authorized the use of invasion forces on Mars in order to “help” the ruling Romulus government maintain order in that rapidly degenerating society. In turn, President Nemo Adamo negotiated for Ceres to become a permanent ally of the the Martian Federal Republic in what he called the Union of Sovereign Solar Republics in exchange for military aide against the rebel forces on Mars.
              The Duchy accepted this alliance with the Romulus government during the Venusian Peace Conference of 2183. The Earth Federal Republic and Venusian Consortium was invited to join them as part of Dalltan’s bid to take control of all the planets within the Sol system. The Jupiter Federal Colonies offered a counter proposal to form a Planetary Alliance that would retain the sovereignty of each stellar-nation in more than just name. This effort on the part of Jupiter was thwarted by an unexpected interloper who murdered President Beatrice Luxemburg during the conference. The assassination of Luxemburg was yet another part of Dalltan’s intricately laid web to send the EFR into a state of chaos while his space navy attacked and nearly destroyed the entire EFSN forces within the Inner Sphere. Unfortunately for Dalltan, the assassin was captured alive and his scheme exposed.
              The Duke then ordered an attack on the Jupiter enjoy during its return trip to the Jupiter sphere with representatives from Venus and Earth for the formation of a Planetary Alliance. Unbeknownst to Dalltan, this attempt was thwarted by Jupiter’s Red Eye Fleet which intercepted the flotilla of space-subs charged with destroying the JSS Lord Nelson.
              The events of the Venusian Conference, and the failure of his forces to kill the Jupiter consolate, caused Dalltan to alter the course of the next phase of his plan. This meant the total evacuation of Ceres and its “mini-solar-system” to the star system of Altair, some 16.7 light years from Sol. Dalltan knew he would have to be prepared for a prolonged conflict with the newly formed Planetary Alliance in the near future and was not prepared in 2183 AD for such a conflaguration until his minions could regain their strength and reorganize a new space navy since the Jovian forces were ripping his 2nd fleet to ribbons in nearly every corner of the Sol system.
              The former government structure that Charles had set up under the Ceres Regency was completely abolished in favor of a Roman style Fascist state. This meant that Ceres had a Senate, and a head of state (the Grand Duke), as well as a council of judges (who wore the traditional Roman Fasces symbol). The praetorian guard became an Imperial guard, which consisted of the Ceres Special Forces and was armed with Jaeger and later JagdPanzer WeirMechs in favor of the alien build Prodono battlesuits. The military forces of the Grand Duchy were strictly a space navy with no formal army, though a space marine force did exist, but was part of the space navy forces.
